Tournament Council - What Is That ?

Europe & Africa Tournament Council (TC) shall be composed of a minimum of three members and a maximum seven, not including an athlete's representative. The number of members of a council will be determined by the Congress; TC has seven members. Only Federations directly engaged in the specific division shall be entitled to propose candidates for Council or vote.The elections take place in the even numbered years at the E&A Election Congress which is usually held on the last weekend of January.

The members of Tournament Council shall elect from among themselves their:

  • President
  • Secretary
  • Treasurer and
  • Administrative Committee (AdminCom) member.


Any vacancy in the role of President, Secretary, Treasurer or Admincom member at any time will be filled by a further election and will be valid until the next election meeting. 

The importance of having an active athlete on a Council cannot be stressed too strongly. They are valuable members of a team that must understand that the athlete is on the Council for the benefit of the sport as a whole while representing the views of all involved athletes. The Athlete representative should be elected by the participating athletes at the previous E&A Championships. In the case of Tournament, the Athletes elections take place at the biennial World Championships and the E&A representative(s) come from those elections. The term of office of Council members is two years.

Serving Officers are eligible for re-election. New candidates for election must be proposed by their own Federation. Retiring members may stand for re-election at their own choice. All Federations shall be informed of the list of candidates at the same time as the Congress Agenda is circulated. A person may not stand for election for more than one Divisional Council.

Quorum
The Decisions of a Council are valid only if at least three of its members are present. Nevertheless, postal voting is permissible on specific proposals. If only two members of a Council are present at a meeting attended by the President or the Secretary General of Confederation E&A, either of these may participate, with a vote, to complete a quorum.

Admincom Authority
In the case where the Admincom believes a Council decision is against the best interest of the sport as a whole, then the Admincom has the right to request the Council to reconsider their decision and the Council is given the relevant reasons by the Admincom. In the event of a disagreement the Admincom will have the final decision.

Co-option
In the event of resignation or death of a member of a Divisional Council, that Council is empowered to co-opt a substitute member whose nomination shall be submitted to the next Congress, but only with the approval of his Federation.

Absence
A member of a Council who is not present, force majeure excepted, at two consecutive Council Meetings or at three non consecutive meetings during a term of office, will automatically be considered to have resigned. The Divisional Council may co-opt a substitute member of its own choice but only with the approval of his Federation. The substitute's term of office will end at the same time as that of the member replaced.

Decisions
Decisions of the Adminstrative Committee and/or the Councils will be taken by simple majority. In case of equal voting, the casting vote of the President of said body will decide the issue.Each Council will usually have 8 voting members – the 7 elected Council members and the Athlete Representative.

Finance
Council must provide proposals for their budget for a two year period to the E&A Treasurer.
