Powers And Duties

1. ​to promote the specific sporting interest of its division, with due observance to the recommendations of the Admincom.
It is important that once elected to a Council each member understands they are there to represent the sport as a whole and to make decisions in its best interests. Ultimately, they must put aside personal, national and confederation interests for the good of the sport.

2. to draw up rules for events containing the words 'Europe', 'European' or 'Confederation Europe & Africa' in their title and ensure that all orders and instructions necessary for the organisation and the running of those events are respected.
TC will publish Additional Rules based on the existing World Rules as the standard for the E&A Championships and for all competitions held in the E&A Confederation. It is important to remember that any changes to the World Rules should be in keeping with the requirements for inclusion on World Ranking Lists and for World Record consideration.

3. to draw up the practical and theoretical examinations of international judges and officials to conduct examinations and maintain a register of all those qualified.
TC will set the standards for Judges, Calculators, Drivers, Homologators and Safety Directors officiating at E&A Titled and Homologated, International events. The standards may already be mandated at World level in which case these must be adhered to. Establishing a consistent certification process throughout the world, including practical and theoretical exams is recommended.


4. to set the conditions to be observed for the establishment and the homologation of records. 
TC has higher homologation standards for scores to be considered as World or E&A records including the layout of courses and the standard of officials.

5. 
to submit a list of judges and officials for E&A Titled Events to the E&A Bureau and for World Titled Events to the President of the International Water Ski and Wakeboard Federation, and to the Chairman of the World Council concerned. 
For E&A Titled events, TC invites all qualified officials to apply for selection to the various Titled Events. TC will then consider all the nominations and decide which officials to put forward to the E&A Bureau. For World Titled Events, TC invites all qualified officials to apply for selection to the various Titled Events. TC will then consider all the nominations and decide which officials to put forward to the World TC. For other International events, TC may have the right to appoint the officials panel – such as Cash Prize, Record Capability or (Pro) Tour events. In all cases all qualified officials should be given the chance to apply to be selected.

6. 
to decide the category of competitions and the conditions required for them to be accepted for the calendar.
Rule 4 of the E&A Byelaws require that certain competitions be entered on the official E&A Calendar for each division. It is important that TC publish the rules for entering competitions on the Calendar and that this information is sent each year to Federations to invite them to place international events on to the divisional calendar.

7. 
to draw up Ranking List of skiers in Confederation E&A from results of homologated competitions.
E&A Ranking List Policies and Procedures should be specific and clear: Eligibility of results, homologation level of the competition, officials’ ratings, etc.. This may already be defined at World level. The World Tournament Ranking List cuts off at a certain score and skiers with scores below that level do not appear on the list. E&A TC has agreed to show ALL scores no matter how low, so there are skiers on the bottom end of the EAME list who do not appear on the World list.

8. 
to test and approve boats and equipment. 
The IWWF has a boat testing policy. Boats manufactured in the Confederation E&A area can be tested in E&A.

9. 
to appoint 3 members plus a substitute to represent the Region on the relevant World Council. If the Council decides to put forward a person to World level that is not a member of the Council, then this person needs the approval of his Federation.

At the first meeting of the TC after the election Congress the TC must choose 3 members plus a substitute to serve on the World TC. Whilst the TC MAY choose someone for the World TC who is NOT a member of the E&A TC there would need to be unanimous agreement of the E&A TC to do this. While these three voting members are elected by their Confederation to the World TC to bring forward the views of E&A Confederation, they also represent the sport as a whol to make decisions in its best interests. Ultimately, they must put aside personal, national and confederation interests for the good of the sport.


TC can be convened exceptionally on written request of at least three members, within twenty one days in case of urgency.

TC will meet on the convocation of their President or Secretary whenever they consider it appropriate and at least three times a year.

The dates agreed by TC for their meetings are notified at the E&A Congress. The Secretary of the TC should prepare the Agenda for the meeting, agree it with the President of the TC. The agenda for a meeting should be sent out to the TC members (and copied to the E&A Office) by the Chairman or Secretary at least 21 days before the meeting date and include at least the following items:

  • List of those present and apologies for absence
  • Approval of the Minutes of the previous meeting
  • Matters arising and action points from previous Minutes
  • Confirmation of electronic votes taken since the last meeting.
  • Chairman’s Annual report
  • Reports of the Council Members
  • Report from each of the sub committees or working groups
  • Rules review
  • Forward or strategic plan
  • Financial issues and budget preparation for the E&A Admincom
  • New business
  • Other Urgent Business
  • Election of officers if necessary
  • Date and venue of next meeting
     

Other Duties

1. to examine and approve the site, the installations and equipment as appropriate for Europe & Africa Titled Events.

The E&A TC is responsible for making sure that any bids meet the requirements of the division, including the on water installations and onshore facilities. The financial requirements are the sole responsibility of the President of E&A.

The E&A TC should do all in its power to solicit interest and assist in negotiations for future E&A Titled Events. However, the negotiation of financial issues is the sole responsibility of the E&A Bureau, not the TC. TC should also be aware that they may not organize events in any country without the complete agreement of the relevant National Federation.
 
2. to circulate Minutes of the Council meetings without undue delay.

The E&A TC Secretary is responsible for taking accurate meeting minutes, passing them to the TC President for approval and circulating them to the TC members, E&A Office, E&A President and E&A Secretary General. These Official Minutes are then made public by the E&A Office to all Federations, Admincom members, etc.
The minutes must record all TC decisions indicating whether voting was unanimous and/or the numbers (not names) for and against a decision. Sufficient record of the discussion should be included to enable those reading the minutes to understand why a decision was made.
 
3. to report to the Admincom and refer any matters as appropriate to the Admincom for guidance.

TC representatives are members of a larger family interested in learning about a TC’s progress and concerns. In addition to circulating Meeting Minutes, the TC should keep the Admincom aware of all important matters through emails, newsletters, etc.
There are even specific areas where the E&A Admincom and Bureau are required to be involved such as disciplinary and doping issues. Finally, the Council does not have the right to allow certain tournaments to be conducted without further approval according to E&A Byelaw 4.2: "The rights to all competitions described in art. 4.1 containing the words "Confederation Europe & Africa", "European" or "Europe" on its title belong to Confederation E&A."
